  7.     A handful of Congressmen and Senators have been anxious
  8. about attending this week's State of the Union address because
  9. they are worried about the possibility of a terrorist attack.
  10. Capitol Hill will be heavily policed when the President
  11. appears, but the legislators wondered whether it was wise to
  12. assemble such a tempting target for Saddam Hussein. They
  13. considered asking Bush to send out copies of the address
  14. instead, but abandoned the idea because such a cancellation
  15. would hand the Iraqis a huge propaganda victory.
